Also nokia and sygic having an agreement is by no way a conspiracy theory - it is a business deal, they happen all the time.
It's fairly un likely though that Nokia isn't holding back a complete and ready Ovi Maps with free navigation just because of a deal of Sygic. It's much more likely they've let Sygic know that the new version is still in the works and won't be available for x weeks or months.
