I found that same file yesterday when I was browsing but the apps listed in that file is everything I have installed whereas those listed in the restore button are only a few of them. I'm assuming it's safe to remove content of that file then? It would be nice if when the restore button becomes active it ask's you what you want to do as in restore or remove its contents.
