I'm guessing that app manager reports the installed size of the app and dependencies, whereas the download progress will report the package size (presumably with dependencies).
+1 for size plus deps, but it can't know how large the installed size will be as the rootfs is on a compressed flash fs, therefore the size must be the actual install size on an uncompressed fs.
