In the power button menu there is "offline mode" which will turn off all radios (including wifi), there is an application, "phone power menu" or something like that, that will add separate button for turning off only the cellular radio (phone, 3g/edge/gprs).

In normal settings you can control cellular data roaming (I think it's "ask every time" by default).
