That's UTF-8 characters, shown as ASCII. It's because CSV files only support ASCII. Renaming the file to something.txt and then importing it to Excel should probably make Excel recognize the UTF-8 characters.
Or you could send me the CSV file, and I'll send you a good-looking XLS back.
