Pick a forum, enter it, and there will be a "New Thread" button near the top of the page. If you continue to have trouble finding that button, do say so. The site can be confusing at times.

I'm not familiar with that application name, sorry. It seems peculiar that a Nokia intranet web page would recommend this forum for bug reporting though. While bugs certainly are discussed here at talk.maemo.org, the forums aren't in any way an official bug reporting tool, particularly not for items on Nokia's intranet.
