I guess the idea of the delay was to remove the visually messy thing of an item being highlighted when all the user wants to do is scroll. However, I agree that if the user does tap and release an item, without scrolling, that there should be some visual feedback of highlighting the item as soon as possible, so that the user doesn't try to tap again, or isn't sure whether they tapped the correct item.
