1. Open PDF in Xournal using the "Open" button.
2. Use the built-in tools to add things.
3. Click on the menu and select export. Save it as something else, so you're not getting confused between the original PDF file (test.pdf), the xournal file (test.pdf.xoj), and the newly exported pdf file (test2.pdf).

From what I can see, the test2.pdf file works perfectly in both the built-in n900 PDF viewer and Evince.
If, however, you're trying to copy the test.pdf.xoj file from your n900, then no, you won't be able to open that in a pdf viewer.
Just in case it needs to be stated, if you're hiding extensions of filetypes in Windows then you should turn that off so you can see whether it's the test.pdf.xoj or the test.pdf file that you're copying from the n900.
