I recently switched from ATT to Tmo after paying ETF. In my opinion it was worth it. Tmo is improving their service, I believe it is hard to imagine Tmo 3G service in upstate NY (Albany) but it works. Not great speeds but good enough (~0.6 MBps). I would encourage switching, Tmo is not a money leecher like ATT is.

So the quality of AT&Ts coverage is not really an issue.

It has been a year+ since I was in the US but yeah T-Mobiles 3g is still growing and has a few issues on the east coast anyway.

But it was inproving rapidly. Dont expect much coverage in the boondocks though. Not yet.
