No the screen should not be flush, there has to be something to hold the touchscreen into the frame after all.
The fact is YOU ARE pressing onto a cushion of air, that is so that it doesn't actually press into the LCD itself which can cause defective pixels if you push too hard. At least this way all you would break is the touchscreen, but you would have to really be abusing it to do so.
