I'd be happy to depend on a properly packaged version of libicu (PyICU is really what aarddict needs), but repackaging and, more importantly, maintaining libicu is not something I'm looking forward to (did I mention I'm lazy?)
There's libicu40 and libicu42 in Fremantle extras - there doesn't seem to be any python bindings for them though
