You don't press the Alt key. You have to have the terminal or a text editor or something open when you do this.
Just hold down the blue arrow key and release it, then hold down the Sym key (which is also the Ctrl key on my keyboard) and release it. A screen that gives you a few characters to choose from should pop up.
