He means a system (through maemo.org or wherever) where people can post up descriptions of projects and an amount of money - which coders can then pickup and work on. If they complete the spec then they get the bounty.

e.g. "I need an app on my N900 so that it can create a realistic fart sound. £100 is offered."

Nokia are a business and have chosen a path of using the OSS community phenomenon to reduce their overheads specifically after sales support and development. Unlike Apple who do the opposite and make a killing from their Applications store.
