You likely can. But the libs without the config tool are a waste of precious flash space.

Maybe it's the name of the package (libzeemote-conf) the promotion tool doesn't like. I just don't know and would prefer if you just disable zeemote support for now. Perhaps you can just "#if 0" your code and perhaps later it can be re-enabled.

After all the number of zeemote users seems to be really REALLY low, so it doesn't make much sense to spend too much time with such a niche feature.
