It seems ip_queue.c requires netfilter, no netfilter in stock kernel so you're out of luck there, of course you can try compiling just the module in scratchbox and see if it inserts...

Try the hotspot kernel or kernel-maemo, or build your own (see the bottom of the hotspot page for instructions)
