Edit the frameskip setting in ~/.mame/mame.ini. There's a guide to mame.ini settings linked in the first post.

That is the executable binary, yes. It's not a windows .exe file, no. It's the product of about 30 minutes of my system thrashing the hard drive and RAM compiling the behemoth. You'd have to compile an earlier version if you need it. What's the draw of 0.121?
