@mikec porting may be a good idea to make it future proof, to avoid the dependency issues you talked about.. Even to make the SVGClock applet work in diablo, I did not find any existing packages in the repositories with support for rsvg ( librsvg2-2 & librsvg2-common enable librsvg support). The only package that comes with rsvg support is gnome-python-desktop and as I wrote above, this is only available in the garage ( part of the Conduit application, not released to repositories yet). So from what I can see, we can have the SVGClock working if the gnome-python-desktop with rsvg support is released to the repositories for both diablo and Maemo5.
