I too am looking for some good providers. I currently have truphone which although expensive works all the time and provides an incoming number. I have tried voipbuster/smartvoip with very little success, they are free but usually lack audio for voip->tell calls and dont provide an incoming number. Although ipkall will associate an incoming number for whatever SIP account you wish for free.
