"Come on Nokia" is an odd call. Phones are radio transmitters, and a licensed for sale in specific countries (or in all countries, as "world phones") by a manufacturer. They get the license *from* each country (or whatever government/proxy controls radio spectrum in the target country.) Companies selling phones are not legally allowed to ship a device approved only for country A to country B, even if B is RIGHT NEXT DOOR to A. Eh? It's as simple as that.
