Just copying a post from the Skype forum detailing the test call service for both inbound and outbound calls:

A special test service has been built, that is will answer your call, record 10 seconds of your voice and play it back to you.
Use this to test your Skype set-up and connection.

How to use the service:
  • simply call echo123 to use the voice echo service
  • you can also add her to your friendslist - she will accept all authorization requests
  • you can also send her messages - she will echo back your messages
  • if you send her the message: "callme" - she will call you back
SKYPE / Sound Test Service (formally Echo123) is a built in service that allows you to test to see if your headset, speakers and/or microphone are working properly.

Simply type "echo123" in the address bar at the botton of Skype or add it to your contacts. Calling echo123 will launch an automated testing robot that allows you to record and playback sound.
