dpkg -i the file and then apt-get install perl
perl-base seems to be installed on your device (if anyone else doesn't have it apt-get install perl-base)


Edit: it can be run in full screen mode by adding -rfull to the end of the Exec= line in the .desktop file
Exec=/usr/bin/frozen-bubble -rfull

Edit 2: Wow it runs much quicker when in full screen mode, no frame drops (and it's higher than 30fps, could be 60, not sure)
