Job claims the user don't need to worry about closing any app in the "task-switcher" (because it can't), and user don't need task manager.

For a normal user, that sounds fantastic because the OS is so smart.
It's just like a dumb terminal for specific user, or giving a user to "GUEST" account, with many features turned off (like Task Manager). In a way, they say user don't have to worry; But the truth is the other way round, Apple don't have to worry. It's just like I've said, admin give the user only "GUEST" account access and very limited functionality, so admin tell user that they don't have to worry, but in actual fact, it's admin don't have to worry about the user.

Then comes JB for iPhone, where some users tries to obtain "Administrators" account.
