Maybe you can see a pattern that develops with certain parts of the imei number, batch number, maybe time of manufacture. This could help so many other projects in the future- I'm assuming. Just an idea.
Its purely down to luck what you get. Theres no real way to test it other than seeing what is your maximum stable mhz (and then theres the environment variables that dont make this reliable).
