Stable-ish. You should consider it "Beta" quality. For some it's better than OS 2006, but for others it may be less stable - depends on where your interests lie and what tasks you ask it to perform. On the whole I think it's pretty good.

Yes, just as all versions of OS 2007 on 770 have been released by Nokia. It's called the OS 2007HE where HE stands for Hacker Edition and is a nod to say it's not officially supported by Nokia, but it will be released by Nokia.
