Hybrid, check the hierarchy of the list. If Skype webcam was enabled, it's more likely that the "Internet calling..." line that mentions the webcam would be
underneath
the Skype line item-- instead, it's at the same indention, which makes it an equal child of the very generic "Internet Communications" line item.
Again, it's not incumbent on Nokia to make it easier to diagnose bluetooth problems with every single bluetooth-enabled phone. That's unrealistic. Of course, maybe you just want that level of support for your particular phone, but surely you can see the illogic in that. Nokia's bluetooth works as it should, in general, and with very little effort; if anything, it is
your phone manufacturer or service provider
who should IMO provide specifics that would help you pair it with other devices. Your particular experience, while frustrating I know, in no way means the N800's bluetooth is broadly problematic.
Granted there are flaws in Nokia's support in many aspects. I was irritated at the experiences of early purchasers who encountered hardware issues and subsequently received very poor return/repair support. Lot of room for improvement still. But let's be fair and honest. You're first making an assumption about the webcam, and then wanting service above and beyond the norm vis-a-vis the bluetooth functionality. I think you're expecting too much.
