For developers, S^3 will ship with Qt support even though Avkon won't be removed until S^4. There's no question S^4 will be more complete, but even S60 isn't lacking in *features*, and simplification is more critical than an entirely new application suite.
You're right about the acceleration now that I think of it, I've read the roadmaps too. Lots of improvements, but I still think it will fail to impress. My reasoning is that it's still the same old Avkon and and I'm surprised if Nokia manages to twist and bend it to anything remotely attractive looking compared to alternatives. I think there's much better a chance when they can start from a clean slate with a modern toolkit. It remains to be seen though. My fear is that they will be too conservative with the S^4 UI, that's the impression I got from the UI concept slides.
