Hi,
If you use Windows, use WinSCP to get root over ssh to N900.
Then go to throught the file system, /sys/devices/system/cpu/cpu0/cpufreq/ondemand/ignore_nice_load (and others), and change the values you want!

Can do it for this one too, and many others:
/sys/devices/system/cpu/cpu0/cpufreq/ondemand/avoid_frequencies
