Although this note is right in general, but taking into account the leaked PR1.2 package content it is highly unlikely that it was created by somebody outside of Nokia software build department. The leaked PR1.2 has a couple of Nokia private components which fix a couple of bugs and which are not possible to create without hard work and access to Nokia source software repository.
