nokia locking the default to 600mhz is maybe because:

-the CPU may not be damaged @1ghz and up but in battery operated devices, its different. you might blow your battery up before you melt your CPU

-the CPU may not be damaged but the mother board might (overheat and overvoltage may be the reason)

IMHO!!!
Limitation is coming from processor vendor (TI). There are lots of different IC vendors that are using various versions of ARM cores, one of them is TI with OMAP family.
Texas_Instruments_OMAP
N900 is using OMAP 3430.
