That was indeed planned but was cancelled. The most annoying problems were
solved by separating content from apps. But then separating apps from platform
was still complicated for many apps in Fremantle, there was some extra work in
packaging and localizations and it was considered not so relevant.

fwiw Harmattan/MeeGo brings a well layered architecture and a process to handle
system updates autonomous of applications...

Ok looks like MeeGo will have that feature
