that is correct, after reboot, your min freq is 125mhz (coz that is the min freq available) but the default settings scale to a min freq of 250mhz (because in default, 125mhz is set up as an avoid freq, and in stock, the min freq is 250mhz)

so even you have 125mhz freq available, your lowest freq in default is still 250mhz (except if you change the avoid freq settings
