I am not sure what you are referring to. PR 1.2 updates common opengles library and gles2.0 library. gles 1.1 library should be also updated because it depends on particular version of common opengles library. Because gles 1.1 library isn't included in PR 1.2 release and AM refuses to implicitly update (like apt-get would) gles 1.1 library, OTA upgrade is blocked until gles1.1 library is removed.
