...you may be missing the first 'Base Repository' one that contains those missing packages, as mentioned here:

http://pymaemo.garage.maemo.org/installation.html

Installing that package might allow you to install Maemo Periodic straight away without upgrading to Python2.5 .

PS:
The first 'install' should create this repository in your application manager or you could create it yourself:
