hmm. For me double tapping textarea/(div) gives exact zoom for that area. But I know what feature you are missing and IIRC there is some shortcut for it maybe ctrl-shift-i. Althought I think developing reflow so that it works correctly ( if it´s even possible ) for browser might be actually waste of time and could lead to support of lazy web developers. But that´s another story
