This is the beauty of overclocking -- you are basically custom-shaping the clocking to your individual cpu. CPUs are not exact things, they meet certain tolerances and may vary within those tolerances. Manufacturers are conservative and make sure that the cpus overfulfill what they are designed for, so it is normal that cpus can be overclocked to a certain extent -- it's just a question of how much.

If you read Jakiman's overclocking guide (linked to from the Overclocking Wiki) you will see his estimate of what percentage of N900s can overclock to what extent. Although his estimate was pure guesswork, it seems to have been surprisingly accurate.

So the answer is that your cpu may well have been "crappy" unless you inadvertently made your N900 crash for some other reason.
