I learned a little something in my many years at this sort of thing: addressing the thread in general gets the desired result best. Singling out individuals generates defensiveness-- from the individual but also from anyone agreeing with him/her. Going after the behavior in general fashion really does mitigate that.

Of course, I violate my own advice and THIS sort of thread happens as a result.

EDIT: one caveat-- infraction systems target the individual but can also serve to mitigate backlash if done right. I'm hoping we can get that in place here.
