As Haus3r said, this is not a help_newbies_on_linux thread, but... Weird thing that installing from File Manager doesn't work for you, may be because having a corrupt/incomplete file? try downloading it again, and if it still refuses to install type this:

sudo gainroot
cd /to_the_path_your_downloads_are_stored
  #if you are lost, try find / -name b.deb
dpkg -i b.deb
Should work (if doesn't, you are doing something wrong probably specifying wrong path or file name)
