Remove that app , restart phone , do a backup (without application list or/and settings) and go to settings tap on the top and choose restore default settings (or something like taht i dont remember exact name) , if vibrator.... pardon vibration works after that than you cat restore your backup

Make sure you save any important data if it doesnt work than reflash
