Well, they could've plotted this platform in the initial planning & costing, so you can't allocate the development cost to a single\just the first target platform. That's just how software works; the more platforms\audience you can reach, then the more you can divide your development costs to.

Btw, knowing about a supplier's costing information doesn't lower its price. It just give you a weapon for bargaining.
