Unfortunately, only the code is licensed under GPL, while the graphics and sound resources are not. As game creators state in http://www.frogatto.com/about the reason is commercial:

Our content is not GPLed. We’re retaining all rights to the art and music, because we want complete control over where it can and can’t be sold. People have suggested a CC-Non-Commercial license for the content, but we’re not interested. That would expose us to the very real danger of someone releasing the game for free on a platform we’re trying to sell it on. Whether likely to happen or not, if it did happen, it would have a catastrophic effect on sales, so it’s too much of a risk for us.
Nevertheless, having the source code allows for mods to be freely created, i.e. derivative games with similar game mechanics but different graphics and sound.
