Your "FACTS" are somewhat questionable. In Nokia's mind, Maemo is completed - while there are some bugs (as in every OS) and some missing features (some of which are, admittedly, standard on most other phone OSes), the N900 (presumably) meets their documented functional requirements.

Meego quite plainly is being written by Nokia (and Intel) for the N900. It's not, however, being supported on the N900. This is likely to mean that the core OS will run, but vendor-specific add-on applications may not.

Finally, the Council has (I feel) made it pretty clear what they can do (and have done) about this. They act as an intermediate between Nokia and the community, and pass on the collective viewpoints of the community (whether by formal letters, conversations with Nokia staff, online blogs, etc.). They have, however, absolutely no power to enforce Nokia's compliance on anything.
