Unrelated. No device OS (especially not an open OS) will have direct access to the baseband hardware in a handset. It'll all get routed through USB, serial, or a pseudo-network connection (like on the N900) out to the application processor.

This is entirely part of Intel's move to do what they do best: sell hardware.
