No.
Afaik its just for updates, i think the reason you cant get apps from ovi through the app manager is because it would also contain the paid for apps with no way to pay for them (like they have any real security anyway

)

I'm actualy suprised nobody has hacked the ovi repo yet, its been mentioned a few times in previous threads, although even if they have i very much doubt it would be posted here

EDIT: As the guy above says you do get ovi apps through HAM, but you can't browse and install them from there, they will install only from the ovi site
