Your best guess would be to find a frequency on your radio with a lot of static noise( no radio station) Then tune the FM Transmitter on that frequency.
Every area has different occupied frequencies.
I personnaly use 107.8FM because there are not much stations in that region.

Also, do you use FM boost or something like that?(modified fmtx file) It will boost you signal strength a lot!
