Precisely! Verizon hasn't been limiting features in wifi or bluetooth--and there are many people (and a few manufacturers) who compile their own bluez stack to implement FAR more drivers and features than Google has included in their default package. (Case in point, Dell's Streak 5 with excellent Bluetooth HID keyboard support!) I've only ever seen MANUFACTURERS do stuff to these phones (sometimes negotiating add-ins and crippling at the carrier's behest, if the device is tied to the carrier--but ultimately, it's still the manufacturer not the carrier that creates the OS image). That's been my understanding and experience so far, anyway.
