People, I think some of you are a little confused. And understandably so; this stuff is somewhat complex.

Video call placing and receiving is working very well on an n900 with PR 1.2. That's not the issue. The issue is all about Google voice. Google voice is a very serious piece of network technology. Google will give you a public switched telephone network (PSTN) number that can be used to route between other PSTN numbers, SIP and XMPP. This is a big deal.

But something isn't working right at the moment. Either Google has created a slight inconsistency, or there's a small problem with one of Maemo's telepathy plugins or the phone app.

I have three phones setup for Google Voice account B:

cell phone [inactive]
SIP account [inactive]
Google Talk [active]

Google Talk account B is online and active on my 900. When using Pidgin, I deactivate this and use Pidgin's presence activation instead.

Here's what's strange:

From Google Talk account A using desktop gmail, I can initiate a video call with Google Talk account B and have a successful video chat using the n900 phone application.

From Google Talk account A using desktop gmail, I cannot initiate a video call with account B's PSTN number with the n900 phone application.

From Google Talk account A using desktop gmail, I can initiate a video call with account B's PSTN number with the n900 Pidgin application, I just can't do anything after I accept the call.

So the question is, why does the call going through Google Voice look different to the n900 phone application than the call coming from Google Talk? Initially, there's certainly different routing involved, but by the time it gets to the n900? There should be a small, easy fix by someone. But by who? Possibly someone in this community.
