i dont see whats wrong with his statement. if a company makes less money (i know i should use proper terminology but im not comfortable enough...) then they might tend to spent less on RD... this seems logical unless thats some sort of tech company red flag noob decision to make... otherwise, less income leads to cutting costs...

is there maybe a language barrier thats contributing to the confusion?
