I guess you're asking in what way you see folks around here getting involved in the development of parts of the platform, like Qt and the SDK (Qt Creator, etc) - personally, I feel we should try to be a part of that, as its our platform that this stuff affects.

Isn't that already happening naturally, and organically, to some extent? I know that personally at least I've seen a large (and constantly growing) number of Qt applications (& developers) floating around and playing with N900s.

To directly answer your question, though, I don't think that maemo.org should try to be yet another developer documentation/homebase (though especially thanks to Qt on Maemo5, we already have a bit of this..), there's already too many of these around (in various stages of germination): MeeGo has plans for one, Qt has one (developer.qt.nokia.com), and there's also Forum Nokia and other Qt-centric places like QtCenter.
