Is it really "so that the candidate realizes what 'may' happen"? Can you point to the email where you expressed that's what that should mean during the 100 Day Brainstorm which resulted in the Council being formed?

As I remember it, the rule was specifically drafted to give the Council & the Community Manager the power to decide, without prejudice, what the best outcome would be in specific circumstances.
