It's not the easiest procedure in the world - you'll need to use PGP/GPG and dput. It's definitely a lot easier if you use Debian or a variant thereof.

After seeing that openssh was a project, and was in fact just a port from the other linux versions, I decided to open a project for 'expect'. I have done that, and you can now find expect at:
https://garage.maemo.org/projects/expect/

[Edit 17 Oct] Actually it is even easier to install, since project files apparently are put into the repository. So as root type: apt-get install expect
Magically you will have expect installed (which includes tclsh as well).
